How to install lang?

In my thoughts it was aimed to Polish and English users, so I added Polish locale pack before installing a CMS. Cause when I added a lang pack after an install, special symbols from Polish alphabet was f*cked up. But now I have almost a ready site but I would like to install one more lang pack - Suomi.
