Hm, you're missing the infusions folder comrade
Most of the infusions have separated locale files, located in infusions/infusion-name/locale/as-file.php or as folder/few-files.php
But anyway, bcz is more understandable then German, will use it for some tests.
From the first paragraph agrees, corrected and uploaded an updated file with localization.
Regarding the coding... I can not say anything because I was translating in Php Expert Editor, where the encoding was setup in the ANCI. In my local server everything is displayed in the normal encoding.
